The Public Works Department will remove a dead animal from the street only, not from residential property. Residents will have to call a private service or bag the animal and place in the trash for collection on their regular service day by Republic Services. The ONLY exception to the rule is a dead deer which Public Works will remove.

Annexation is an invitation. The City of Manchester is inviting the identified area of unincorporated St. Louis County adjacent to its borders to officially join the City of Manchester through the annexation. Annexation is a long process and involves the St. Louis County Boundary Commission, but ultimately the final decision is in the hands of the voters.
The annexation proposition would appear on the ballot for both voters in the proposed area of annexation and voters in the current City of Manchester. In order for annexation to happen, the proposition would need to pass with a simple majority in both areas.
There are many variables before an election date is confirmed, but it is our hope that the annexation question would appear in the April 2023 Municipal Election.

The “Ballwin” designation in your address signifies the Ballwin Post Office, which distributes mail in the area, including in Manchester. If annexation is successful, moving forward you may use Ballwin or Manchester in your address since the Post Office recognizes both. Your zip code will not change.
One of the benefits of localized government are representatives that live in your immediate area. Currently, the City of Manchester has three wards, each with two aldermen. Should annexation move forward, we anticipate that an additional ward would be added, along with two representatives on the Board of Aldermen.
The ratio of elected officials to residents currently in St. Louis County is 1:143,000. By adding two additional positions to the Board of Aldermen to accommodate new annexation residents, the ratio in Manchester would be 1:4,000. City Hall is approximately 3 miles from the annexation area and it is free to park. Meetings are held at the Justice Center at the Highlands and there are no metal detectors. Manchester represents a local, accessible government closer to home than St. Louis County Government Center in Clayton.
In addition, new residents would be eligible to serve on a variety of appointed City boards and Commissions, including Planning & Zoning, Board of Adjustment, Tree Board, and Veterans Commission. The City of Manchester believes residents should be active in creating the hometown and quality of life they desire.

The city's Property Maintenance Code is designed to maintain property values in the community. Common violations include:
Yard waste must be in brown biodegradable paper bags or in 30-gallon trash cans labeled "Yard Waste." No plastic bags are allowed. Bundled limbs or branches will be picked up provided that the bundles are no larger than four feet in length and two feet in diameter.
The City has implemented a door hanger notification system that notifies the resident of any violations of the Property Maintenance Code or the City's Ordinances.
All solid waste, yard waste, bulky waste and recyclables may be placed at the curb adjacent to the premises not sooner than the night (after sunset) before the designated day for collection thereof, except where other or related programs as authorized or approved by the City may allow for a longer or varied placement time at the curb line. Such items shall be placed in appropriate containers, such as heavy-duty trash bags or solid waste containers with tight-fitting covers. All containers shall be removed from the curb no later than 8:00 P.M. on the day of the regularly scheduled trash collection services or within twelve (12) hours of the time such trash service has actually been provided, whichever is later. Except as provided for herein, all containers shall be stored at least twenty-five (25) feet behind the front yard building line unless fully screened from public view from the fronting road or street. The fronting road or street shall be determined by the mailing address of the property. The maximum number of solid waste containers placed at the curb for pickup at any one time shall conform to the City's current trash collection/hauling contract. (Section 240.080)
Recreational vehicles, boats, and utility trailers that are stored on the property must be parked behind the established front building line. In addition, all recreational vehicles, boats, and utility trailers must be parked on an improved surface of concrete or asphalt. (Section 355.230)

Only non-profit charitable organizations may conduct door-to-door solicitations. The organization must obtain a permit from the city. In addition, each person involved in the solicitation must have in his / her possession an identification card signed by the City Administrator. A resident may hold a maximum of three garage / yard sales during a calendar year. A permit from the city is required. There is no charge for the first and second sale permits. A fee of $50 will be charged for the third permit. Garage / yard sales can only be held during daylight hours for no more than three consecutive days or two consecutive weekend days.

Any excessive noise or loud playing of musical instruments constitutes a public nuisance. In addition, noise caused by construction, repair, remodeling, or grading of real property is prohibited between the hours of 8 p.m. and 7 a.m. on weekdays and Saturdays, and any time on Sunday or federal holidays. Noise generated by normal maintenance associated with residential property, such as mowing of grass, can occur between the hours of 7 a.m. and 8 p.m., Monday through Saturday, and the hours of 9 a.m. and 8 p.m. on Sunday.

The Manchester Park Building offers several options for your next meeting, birthday party, shower, or other event. We offer a spacious 50 ft. x 40 ft. room that looks out the large glass windows into beautiful Schroeder Park. This room can be rented as one large space or it can be divided into 2 smaller spaces. In addition, we offer a conference room for smaller meetings.

In order to receive the resident rates at the Aquatic Center, Manchester Residents will need to purchase a resident ID card (fob).
Fobs are $4/Renewals and replacements are $3. You will need to provide proof of residency (driver license and utility bill)

Along with the new registration software comes new glitches. When you enter your address there are a few things that have to be exact to match residency.
1. You will need to enter the abbreviation for your street (Dr. , St., Ln., Blvd., etc.)
2. When you type in the zip code, it auto-populates a city. That is correct, do not change it to Manchester.

The Supreme Court has consistently ruled in protection of the First Amendment rights of commercial speech. In accordance with this, and with the protection of resident's privacy and property rights, the City of Manchester passed Ordinance No.22-2347 on March 21st providing license requirements for commercial solicitors within City Limits.
The Commercial Solicitation License has an application fee of $50.00 and a license fee of $10/day soliciting. No license fee shall be transferrable from one licensee to another. The license fee shall be used to defray the cost of any potential investigation of unlawful practices by the proposed applicant.
The permitted hours of solicitation are between 9:00 am to 7:00 pm.
Effective February 5, 2024, the City of Manchester’s weekly trash service will change to automated collection. This means all residents will need a Republic Services trash cart for trash service. Residents may choose from three different sizes: 48-, 65-, or 95-gallon cart. Residents can make their selection today at www.manchestermo.gov/trashcart.
The deadline to make your selection is December 13, 2023. Residents who do not make a selection will receive a 65-gallon trash cart. Carts will be delivered starting on January 15, 2024, and will continue through the end of January.
There are no changes to residential fees for waste services. Manchester residents’ fees will remain at $6 per month.
To increase efficiency and keep waste service costs down, municipalities across the country are switching to an automated trash service. Automation reduces time required for waste pick up in a neighborhood and reduces labor costs.
Standardized bins ensure uniformity in waste collection and help in sorting different types of waste (recyclables, trash, compost) effectively. Improved sorting can enhance recycling rates and reduce contamination in waste streams, leading to a positive environmental impact.
Residents typically find automated collection more convenient due to the use of standardized bins and consistent pick-up schedules. The overarching goal is to streamline waste collection processes, improve efficiency, and promote better waste management practices.
Automated collection for trash refers to a system where garbage is collected using automated methods instead of manual labor. This typically involves the use of specialized trucks equipped with mechanical arms or lifts that pick up standardized bins or containers, empty them into the truck, and return them to their original positions.
Carts will be delivered starting on January 15, 2024 and will continue through the end of January. The carts will be dropped off at the end of your driveway to be rolled in and stored by a resident of that property. No one needs to be home for the delivery.
There are three reasons why automation requires the use of Republic Services’ carts, not your personal trash cart.
1. Republic Services is responsible for damage done to residents’ property. The claw used for automated services weighs nearly 400 lbs. and requires a significant amount of mechanical grip to lift the carts and transfer waste to the trash trucks. Because of the not-so-gentle nature of the automated machinery, the likelihood of damage done to personal containers is higher when compared to the carts owned by Republic. Additionally, Republic Services stated that it is easier for them to repair or replace their own assets than it is to replace an individual resident’s assets if damage is done.
2. Related to the first reason, Republic Services’ carts are built for enhanced durability with a built-in metal bar and a “thick lip” that reduces the odds of damage to carts over the duration of service delivery.
3. The standardized carts ensure that all residents have the same equipment, which improves efficiency for Republic Services. In some cases, the standardized carts distributed by Republic Services are an improvement for residents. For instance, some residents have trash carts of lesser quality (thin material) or are without wheels. Because of automation, the process of discarding waste will become easier for some residents.
Residents are currently using a 65-gallon container for recycling.
The dimensions for a 48-gallon container are 28.75” long, 23.5” wide, 37.5” high. The dimensions for a 65-gallon container are 31.5" long, 24.25" wide, 41.75" high. The dimensions for a 95-gallon container are 35.5" long, 29.75" wide, 43.25" high.
Republic Services will only collect trash that is contained in the trash cart. If residents’ waste volume frequently exceeds their allotted container size, they can choose to lease an additional Republic Services cart directly from the hauler.
There are several ways residents can make their cart size choice.
1. Residents will receive a mailed communication piece from Republic Services by November 28th. The mailer will include information about the rollover to automated trash services. The mailer will also include a form that can be detached, stamped, and mailed back to Republic Services with the resident’s cart selection. The form needs to be returned to Republic Services by December 13th.
2. Residents can email their name, address, phone number, along with their cart size choice to firstname.lastname@example.org. Residents will need to email their selection by December 13th.
3. Residents can fill out a form on the City’s website at www.manchestermo.gov/trashcart. Residents will need to choose their trash cart size on the website by December 13th.
4. Residents can contact City Hall to make their selection at 636-227-1385 ext. 104. Residents will need to make the call to City Hall by December 13th.
Yes, that cart will continue to be used for recycling. There are no changes to the recycling program.
Starting on February 1, 2024, all residents that lease a trash cart will no longer pay for their cart on a monthly basis.
Republic Services shall provide curbside collection of household waste once per week. Residents will be provided one trash container for household waste at no charge. Residents have the choice of a 95, 65 or 48 -gallon trash container. Material collected is limited to cart only. Additional trash carts are available to lease on a monthly basis from Republic Services. Delivery and removal fees incurred by resident upon request of additional trash carts.
At this time, the collection schedule will not change. Any changes to the collection schedule would be communicated to the residents by Republic Services and the City.
For residents who do not lease a trash cart from Republic Services, there are no fees or billing changes. For residents that do lease a trash cart from Republic Services, starting on February 1, 2024, they will no longer pay for their cart on a monthly basis.
There are no changes to the bulky waste program. Republic Services shall collect bulk material once per week. Up to two Bulky Waste items will be collected curbside at no charge. Bulky Waste items must be scheduled 48 hours prior to resident's collection day with the Republic Services. Additional Bulky Waste items can be scheduled for collection for an additional fee and must be scheduled prior to collection day. This additional fee will be invoiced by Republic Services to the resident directly.

If a resident does not make a selection by December 13th, they will be defaulted to receiving a 65-gallon cart size.

The trash carts will have a blue base with black lids. The word “trash” is on the black lid. No stickers. The recycle carts that are already in Manchester have a blue base with either a light blue lid or a grey lid.
There are no changes to the method that recycling and yard waste is collected. Recycling will be collected in the 65-gallon carts that residents already have. For unlimited yard waste collection services, grass, pine needles, leaves, flowers, stalks, stems, and twigs/small branches (less than four (4) feet in length and less than 24 inches in diameter) shall be in a container, bag, or bundle. The maximum weight of any container placed out for yard waste collection shall be fifty (50) pounds.
Through conversations with some residents, the City has learned that they intend to keep their personal carts to use for storage. Other residents may choose to get rid of their carts. To do so, the resident can schedule a bulk pick-up with Republic Services to remove their old cart. These carts can also be used for yard waste by marking them with an "X" or "Yard Waste Only."
Residents with a medical condition that prevents them from transporting their trash and recycle containers to curb can have assistance from Republic Services. Residents may contact Republic Services to request this service. This benefit does not apply if the resident has a member of their household at age 13 or more that is physically capable of transporting containers to curb for collection.
